Bell Golf League (Ottawa Tuesday)

Constitution

The intent of the Bell - Ottawa Tuesday Golf League is to provide weekly outings for both retired and active Bell employees to enjoy an evening of golf, camaraderie and friendly competition.

The League executive shall be composed of the President, Treasurer, Statistician, one (1) member of the rules committee and one (1) member of the prize committee.

The Executive will be elected by the membership following the final eighteen (18) hole tournament and serve a term of one (1) year. term, no longer than two (2) years.

At least, two (2) members of the rules committee should be replaced yearly.

The outgoing President shall serve as vice-president for the same term as the newly elected President, but does not have voting privileges.

The Roles and Responsibilities of the executive members shall be determined by the membership and are to be detailed in Addendum 1 (Roles and Responsibilities of the Executive members)

Team members are to be chosen by pairing a low and high handicap player and by trying to keep the total Team handicap as equal as possible amongst the Teams.

Team members must not have played together as a team for the last five (5) years.

Membership and Spares fees will be set, by the executive, as soon as possible, prior to the commencement of the scheduled season.

Membership fees are due no later than the end of the second scheduled round.

The regular season will commence play on the first available Tuesday in May (earlier if possible) and, when possible, terminate on the last Tuesday prior to Labour Day.

The league consists of a maximum of Thirty-two (32) regular members, divided into sixteen (16) teams, who compete each Tuesday for four points. Points are awarded as follows:

Two points for win by strokes (1 point each in the event of a tie)

Two points for most holes won (1 point each in the event of a tie)

A playing schedule is to be created by the statistican, pairing each team with another only once during the regular season.

The regular season schedule will have fifteen (15) regular rounds, and 3 position rounds scheduled, they should be the 5th, 10th and 15th scheduled rounds

Every attempt will be made to ensure all teams play each other during the regular schedule. Due to circumstances beyond the league’s control, there is no minimum number of rounds which must be played.

There will be two (2) rain days available for scheduling after the regular season and before the final eighteen (18) hole tournament.

These days are to be used as alternate play dates for rounds canceled due to weather or circumstances beyond the leagues control.

Should there be more than two (2) rounds canceled, the remaining un-played rounds, greater than two (2), shall be removed from the schedule.

Position nights, rained out or are unable to be played, due to other circumstances, will be scheduled on the next regular Tuesday.

The regular round scheduled for that Tuesday will be classified as the rained out night and be re-scheduled on the first available rain out day.

If no rain days are available, that round is cancelled.

A final eighteen (18) hole competition, composed of two (2) separate nine (9) hole matches, will be played on the first available Saturday, in September (if possible).

Each match will be scored separately, four (4) points will be awarded for each nine (9) hole match.

In the event two (2) or more teams tie for 1st place after the final 18 hole competition,

a match play playoff will be required to determine the winner (holes to be used will be determined by golf course and availability)

Should no holes be available to determine the winner, then a tie will be declared.

Regular members are eligible for low gross and low net recognition, as well, there will be a team low net score.

Teams having a spare substituting for a regular member are not eligible for team low net.

A list of spare players will be maintained by the League Statistician.

Spares may be substituted for a regular member should he/ she be unable to play a scheduled round

A regular member who is unable to start or complete a season, due to illness or unforeseen reasons, can select a spare from the list and,

with the concurrence of the executive, request he/ she be designated as a replacement with full member privileges for that season, but, will not receive regular member status.

Prior to consideration as a regular member, previous members or spares must be recorded on the spare list, or have been a replacement for a regular member (in the previous year),

and have shown a commitment to play. Previous members, with less than a five (5) year absence from the league, will be given first priority.

 

 

Addendum 1 (Roles and Responsibilities of the Executive members)

 

President:

Minimum, One (1) year term, preferably two (2 )

Directs Club

 

Selects regular members (from spares list) in consultation with executive

 

Negotiates with the golf course for regular season and final games

 

Approves final list of team pairings

 

Oversees and assists Banquet and Prize committees

 

Custodian of the club rules, list of trophy winners, list of past presidents, duties of executive members, photo albums, Web files, etc.

Vice-President

Same term as serving president

Sole responsibility is to stand ready to replace President should the situation arise

 

Has no responsibilities for the day to day of the league

 

No vote on executive as Vice-President, but has One (1) vote if replacing President

 

Treasurer

One (1) year term

Collects annual fees from regular members and spares

 

Maintains record of fees collected and disbursements

 

Provides executive with money for Web site fees, prizes, annual banquet and any other expenditures

 

 

One (1) vote on the executive

 

 

 

 

 

 

 

Statistician

One (1) year term

Maintain list of members and spares, that wish to become regular members

 

Prepares original list of teams, based on a reasonable balance of combined handicaps and provides to President

 

Prepares annual schedule showing weekly opponents

 

Tabulates weekly scores, handicaps and team positions

 

Provides score sheets for weekly matches

 

Provides match statistics to Web master for website update

 

Provides all yearend statistics to President for trophy winners, balls, etc.

 

Responsible to pay yearly fees to Web space provider (ISP)

Alternate Statistician

Assists or Assumes responsibilities of statistician, when statistician unable to perform duties
